In accordance with the National Educational Philosophy, education in Malaysia aims to produce balanced individuals in harmony with intellectual, spiritual, emotional and physical development founded on faith in God. The Student Development Programme will include all students in public and private HEIs in Malaysia, international students in Malaysia and Malaysian students overseas. It is our mission to develop students into individuals with a sense of patriotism, calibre, discipline and high values, and are able to contribute to a national human resource of strong character. |

Programmes planned by the Student Affairs and Development Division are comprehensive to ensure local university students are at par with international students. |

For this, the Council of Ministers have agreed to set up a special allocation of RM10 million to implement student welfare and development programmes beginning in 2008. This is based on the following considerations: |

The fulfilment of the National Mission stated in the 9th Malaysia Plan for the development of human capital viz ‘enhancing knowledge, innovation and superior minds’. Thus, students of HEIs have to be equipped with the necessary knowledge and skills to achieve Vision 2020 |

It is a special resource for local universities to carry out student activities. |

It is a strategy to raise emotional, intelligence, and spiritual quotients (EQ, IQ and SQ) and strengthen the quality and credibility of Malaysian students within the country and abroad. |

Pursuant to that, it was proposed that the allocation be monitored by a special committee created by the Secretary General as the officer overseeing MOHE. The Special Allocation Committee for Student Development is chaired by the Director General of DHE, MOHE and meets once a month. |

Assistance or contribution to HEI students and Malaysian students abroad who suffer from disasters, accidents or calamities |
