When was the Overseas Support Certificate (OSC) first introduced?

  In 2002.

What is the Overseas Support Certificate (OSC)?

  OSC is a requirement imposed on students who wish to study abroad in order to  ascertain that they possess the minimum entry requirements of the programmes offered overseas. It is also required for obtaining student visas from the Embassies or Consulates.

How do you apply for an OSC?

 
a.  Students must first satisfy the entry requirements of the programme  before submitting a written request to obtain an OSC from the Ministry of Higher Education (MOHE).
 
b. If the entry requirements are met, the student may apply for a place at the chosen HEI Overseas.
  c. Once a place is obtained, an application to obtain OSC from MOHE may be submitted using the KP/SSLN/2002 Form to following address:

The relevant forms to fill up are:

 
  1. Form KP/SSLN/2002A (Student Information)
  2. Form KP/SSLN/2002B (Financial Guarantee Letter of Sponsor)
  3. Form KP/SSLN/2002C (Student Declaration Letter)
  4. Form KP/SSLN/2002C1(Student Declaration Letter bound for Indonesia only)
  5. Form KP/SSLN/2002D (Information on Agent for Student Placement)
  6. Form KP/SSLN/2002E (Parental /Guardian Consent)
 

These supporting documents are also required:

 
  1. 2 copies of the letter of offer from the HEI overseas (approved and verified by the Department of Public Administration of Malaysia)
  2. 2 verified  copies of the student’s Birth Certificate and National Identity Card
  3. 2 verified copies of the student’s academic certificates
  4. 2 verified  copies of the student’s Financial Guarantee Letter
  5. 3 passport-sized photographs
 

The OSC will be issued by MOHE once all conditions are satisfied. All copies of supporting documents that include letter of offer, examination certificates, birth certificate, national identity card, financial  documents and all other relevant documents must be endorsed by either a Member of Parliament, State Executive Councilor, a Category A Government Employee, principal, headmaster or government-elected village head.

Are OSCs issued to applicants to apply for scholarships or educational financial loans?

  No. OSCs function as supporting documents to obtain visas.

What is the purpose  for enforcing the minimum qualification requirements?

 
To guarantee that the quality of education will provide knowledgeable and highly skilled workforce in line with the nation’s move to increase productivity in order to attain the status of a developed nation.

What are the conditions that need to be satisfied to obtain an OSC?

  Applicants must fulfil the following conditions:
 

a. Fulfil entry requirements based on  actual results (Not expected results) as set by MOHE.
b. Obtain an official letter of offer for placement in medical and dental programmes from HEIs oversea
c. Possess sufficient financial support throughout the study period.
d. Possess a guardian  who has family ties with student the case of under aged students.

Is the OSC used for students embarking on studies all countries.

  Yes

Is the OSC issued to applicants who have already commenced medical and dental studies in overseas Private HEIs before the minimum qualification was imposed by MOHE?

  Yes. The OSC shall be issued to students who have already registered at overseas Private HEIs for enrolment.

Is it true that the OSC may not necessarily be issued to applicants despite receiving a letter of offer from an Private HEIs overseas?

  Yes. Each application must fulfill the minimum qualification requirements set by the Government of Malaysia (MOHE), not by the overseas Private HEIs.

When was the minimum qualification requirements was frist imposed by MOHE ?

  It was first imposed on 14 August 2003.  The announcement was circulated through the electronic and printed media by the Director of Department of Higher Education.

Should I send  a copy of the application form, together with relevant supporting documents, be sent to my chosen Private HEI?

 
For STPM leavers/ Equivalent – Only Diploma leavers / Equivalent category are required to print out application details to be submitted together with endorsed copies of supporting documents to the chosen Private HEIs.
 

For SPM leavers/Equivalent – Only SPM leavers in Categories C and D are required to print out application details to be submitted together with endorsed copies of supporting documents to the chosen HEIs.

When will the results of the applications to HEIs for the Academic Session  2010/2011 be announced?

  Programs for STPM leavers / equivalent – The last week of June 2008.
  Programs for SPM leavers / equivalent – The first week of May 2008.

Can overseas applicants apply to enrol for Course Programs for SPM leavers / equivalent at Public HEI?

 
No. Course Programs for SPM leavers / equivalent are only open for Malaysians.

Can foreign applicants from overseas or Permanent Residents apply to enroll for Course Programmes for STPM leavers /Equivalent at Private HEIs?

  Yes. Foreign applicants from overseas are requested to apply direct to their chosen Private HEIsthrough the Private HEIs Registrar Office, Academic and Admission Division, using a specific form issued by each Private HEI.
 

Yes. Permanent Resident applicants need to apply through an online application to Central Student Admissions Bureau (Department of Higher Education) for Private HEIs admission.

Is an applicant allowed to change or amend the course program code after submitting an application to Private HEIs?

 
Yes. The applicant may update application information up to a maximum of 3 times. No changes are entertained thereafter.

Why does MOHE impose minimum qualification requirements ?

 
This precipitated from a Cabinet meeting on 30 July 2003 following a visit by the R. Hon. Prime Minister of Malaysia and the Education Minister of Malaysia (at the time). They found many Malaysian students possessing low SPM /equivalent and STPM/equivalent qualifications including those from the Arts stream who were enrolled in medical courses there.

What is the importance of the OSC to medical and dental graduates?

  Graduates without minimum qualification requirements shall not be accredited by the Malaysian Medical Council (MMC) nor can they practice medicine in Malaysia.

What are the minimum qualification requirements set by MOHE for a student to pursue medical and dental undergraduate studies overseas ?

  The minimum qualification requirements are either three B principals for STPM / equivalent qualification recognised by MOHE for 2003 school leavers onwards or a CGPA of 3.00 for Matriculation or Foundation Programs at degree level.

What are the minimum qualification requirements set by MOHE for a student to pursue pre-medical and pre-dental studies overseas?

  The minimum qualification requirements here are either five 4B distinctions in Science and Mathematics for SPM / equivalent qualification recognised by MOHE.

22.

What is the password to be entered during the application process, and what is the format of this password?

 
During the application process one must enter the National Identity Card No., an assigned unique ID and a Password. The Password should be kept simple between six (6) to eight (8) alphanumeric characters so that it is easy to remember.

I purchased a Unique ID No. and found out my no. is identical to my friend’s Unique ID No. that was bought at the BSN on separate occasions. Has there been a mistake? What are the security features embedded within the Online Application?

 
Should one lose / forget the assigned Unique ID No. in Phase 1 and Phase 2 of an application process, the registered Password at onset may be used to either update or to check the status of the application.
 

If both the assigned Unique ID No. AND the registered Password are lost or forgotten, one needs to inform the Public HEIs College of Matriculation counselor, University Malaya Foundation Program in Sciences (UMFPS) Officer, and/or UiTM Foundation Course Coordinator for them to contact Central Student Admission Bureau for updates.

I purchased an Unique ID No. and found out my no. is identical to my friend’s Unique ID No. bought at BSN separately. Has there been a mistake? What are the security features embedded within the Online Application?

 
Rest assured there has been no mistake with the Unique ID No. produced by BSN despite your ID nos. being identical. This results from a person’s Unique ID No. being derived from one’s National Identity Card No.
 

The best example would be when an application is made whereby all three security elements as explained in Question 23 above.  While both you and your friend may enter identical Unique ID Nos., both of you would have to enter different NRIC Nos. and Passwords, hence no two applicants will match.

How would one know if a particular course program has interview(s)?

 
Course programs with interviews can be identified by the hash (#) at the end of the name of the programmes. One such example :-

26.

Do I have to send any documents such as copies of my NRIC, result slip and others or the PHIL or Central Admission?

 
You should not send any documents to HEIs or Central Admissions even if you have chosen a course with interview(s). However, please show your original documents / certificates during the interview.

27.

I wish to print out all the information entered. Is it possible to do so while entering information?

 
The application information may only be printed once you have completed the application upon clicking the cursor “Certified as True & Send”. Only printouts from the REFERENCE and COMPLETED APPLICATIONS / UPDATES websites can be made as evidence and reference of your application being safely accepted by the system.
 

Other application information beside these specific websites CANNOT be used as evidence of your success in gaining Private HEIs entry

How can I be assured that my information has safely been received by the system ?

 
The applicant can check whether his/her information has been sent successfully or otherwise by the verifying display “Completed” following a click on the cursor “Certified as True & Send”. Furthermore, the applicant may review the status of the application to see whether his/her information has been safely registered in the system.

During Phase 1 of my application, I had not sat for my second semester examinations to obtain my final Matriculation / CGPA / UMFPS. Consequently how do I choose my course program for PHIL entry?

 
While you may choose your course programme to Private HEIs at Phase 1 of your application based on both your First Semester examination and Final Semester examination results, you may update your choice of course programme when Phase 2 of the application is opened, based on the actual overall examination results
 

Please be reminded that course programmes with entrance tests and interviews CANNOT be changed in Phase 2 of the application once candidates have chosen programmes with tests and interviews during Phase 1.

30.

Is it compulsory for applicants to sit for MEdSI and interviews? When are the MEdSI test and interview conducted for the Education Degree Course Program?

 
Candidates for the Education Degree Course Programme must sit for the MEdSI test and interviews at the dates set by MOHE. Only candidates who fulfil General Qualifications as well as those with Special Qualifications / Exemptions shall be called to sit for the MEdSI test.
