Higher Institution Centers of Excellence (HICoE) MINISTRY OF HIGHER EDUCATION (MOHE)


The Higher Institution Centers of Excellence (HICoE) program is a program of the Ministry of Higher Education (MOHE) implemented by the Department of Higher Education (DOHE) to drive research excellence HEI in in the field of nic research. Through this program, DOHE gives a HICoE rating to HEI Centers Of Excellence (COE) that perform well in the field of nic research. The HICoE rating provides incentives in the form of research grants to COEs to strengthen the research capabilities of the nic field to be elevated to a higher level.


The HICoE rating is a strategic approach to elevate HICoE as a leader in nic research to the national level and further nurtured towards achieving international standards as well as supporting nine (9) competitive National Priority Sectors in the Malaysian Innovation Ecosystem. Further to that, COEs that received HICoE ratings were provided funds to implement research programs in nic areas to develop new research talent, high -impact publications, innovation generation and collaboration network formation. The fund will also help HICoE enhance the capacity of nic research laboratories towards obtaining IS017025 recognition/accreditation.


HICoE also needs to prepare an Action Plan and Roadmap that details the planning of programs and projects that can boost HICoE's excellence. The progress of HICoE performance is monitored by JPT through the Key Performance Index (KPI) set on HICoE in the Action Plan and Roadmap. HICoE is required to submit performance performance reports in accordance with the monitoring period set by the DOHE. The performance determined through the monitoring will be used by DOHE as the basis for the distribution of HICoE research funds.

 

HICoE Core Research and Innovation
Definisi : A center that conducts research activities to improve the level and quality of services and consultations to industry and society. More than 70% of the activities carried out by the center focus on research and innovation while less than 30% cover aspects of services and consultancy.
Basic Terms :
1. Centers of Excellence must be established by HEIs.
2. The establishment of Centers of Excellence shall be recognized by the Senate and Members University Board of Directors (UBD).
3. The Center of Excellence must have been established for at least five (5) years and have records/evidence for various activities carried out during the period.
4. Pusat Excellence has operated as a Responsibility Center (PTJ) with its own operating budget.
5. The Center of Excellence must have at least five (5) permanent staff full-time academics.
6. Centers of Excellence must excel in at least one (1) thrust area.

 

 

HICoE Assessment Instrument Criteria Research and Innovation Core

Minimum Scoring:

1. Obtained 80 marks out of the total marks; AND

2. Obtained 48 marks from the total marks of Sections B, C and D

 

HICoE Core Services
Definition : A center that provides services and consulting to the community and industry. More than 70% of its activities must cover aspects of services and consultancy, while less than 30% cover aspects of research as well as teaching and learning.
Basic Terms :
1. Centers of Excellence must be established by HEIs.
2. The establishment of the Center of Excellence must be recognized by the Senate and the University Board of Directors (UBD).
3. The Center of Excellence must have been established for at least five (5) years and have records/evidence of various activities carried out during that period.
4. The Center of Excellence has operated as a Responsibility Center (PTJ) with its own operating budget.
5. The Center of Excellence shall be able to cover operating costs when recognized and be able to generate sufficient revenue to cover operating costs and 50% emoluments after three (3) years of being recognized as HICoE.
6. Centers of Excellence must excel in at least one (1) thrust area.

 

Service Core HICoE Evaluation Instrument Criteria

Minimum Scoring:

1. Obtained 80 marks out of the total marks; AND

2. Obtained 56 marks from the total marks of Sections B and D
